Special rules of order

Written rules of parliamentary procedure that supplement or modify rules contained in the parliamentary authority. These supersede any rules in the parliamentary authority with which they may conflict. Special rules of order are adopted separately from the bylaws as resolutions. They should be distributed with the bylaws under their separate heading. They may be suspended or amended by a two-thirds vote.
